4.
Track Standards
4.1.
Power
4.1.1.
A constant DC power source of not less than 12 volts and at least 5 amps continuous output shall be used to supply power to the track We recommend two power taps to the track when track length is greater than 25’.
4.2.
Surface
4.2.1.
Either sectional plastic track (Tomy is preferred and recommended) or modern PVC material that is CNC routed. Regardless of brand of track used, the track should be fastened to a solid surface and not shift or move. Track joints are to be smooth and free from snags. Routed wooden tracks are also allowed provided “rails” are used rather than braid for electrical contact with the cars. Surface of the routed tracks needs to be such that it is suited for silicone/urethane tires and not require any sort of tire treatment (goo).
4.3.
Electrical
4.3.1.
The track may be wired for dynamic brakes if the owner so desires, but it is not a requirement, merely a recommendation. Provision for use of alligator clips to connect racer owned controllers to each lane is required.
4.4.
Scoring and Timing Equipment
4.4.1.
The track shall be equipped with reliable, accurate lap tabulation devices which are triggered by means other than physical contact with the cars. Modern PC based systems that have documented support are preferred. TrackMate is the recommended vendor.
4.4.2.
For those events where starting positions are determined by lap time qualifications, individual lane timing triggered automatically by the cars themselves shall be used
4.4.3.
The minimum preferred method of race timing (heats) is a dark room type timer which can be set for the length of the heat and automatically switches off track power at the conclusion of the allotted time for the heat. The preferred is a PC based system which can tabulate laps, race rotations, etc. Either system must allow for “track calls” to stop the timer and shut off track power by the race director in the case of an emergency.
4.5.
Pit Area
4.5.1.
There needs to be adequate pit area that is well lit and easily and safely accessible.
4.6.
New Tracks
4.6.1.
Before any new track is placed into HORA-STL rotation, the Board will visit to access egress, access, pit area, parking, and other aspects that take into account accommodations for people, not just the track and cars themselves. Several “friendly” non-official races shall be conducted prior to inclusion into the HORA rotation.
4.6.2.
The track owner needs to have been a regular HORA-STL participant and accepts ALL HORA-STL rules and procedures.
4.7.
Parking
4.7.1.
There must be adequate, well lighted and safe parking for attendees’ vehicles that is easily and safely accessible to and from the race venue.
5.
Race Procedures
5.1.
Practice
5.1.1.
Doors may open at 6:30 PM, or earlier at track owner’s discretion, for regularly scheduled Monday evening races. Suggested opening is 1 hour prior to scheduled race time for special events. Pre-race practice is conducted on a first-come, first-served, rotational basis. Those who have had a full practice round (once on each lane) must yield to those who have not had a full practice round. Only cars being raced that night are to be used during these practice sessions until everyone present has had adequate time to practice. After that, any car may be used. Track owners should institute a timed rotation (set to 2 minutes per lane with a 30 second internal between timed periods) using their scoring system to time pre-race

practice
.
5.2.
Technical Inspection
5.2.1.
Should begin at 7:45 PM or ¼ hour prior to race time.
5.2.2.
Cars are to be presented for technical inspection in ready to race condition: oiled, clean pickups and tires. No maintenance will be allowed between tech inspection and beginning of each car’s first heat. Any maintenance or adjustments made before the car’s first heat will require re-inspection.
5.2.3.
The Technical Inspector does technical inspection. If the TI is not present, either the track owner or other Board Member may do so, following the items listed below:
5.2.4.
Pre-Race Tech Inspection is done in a “body on” mode.
5.2.5.
The car’s width (measured from outside tire edge to outside tire edge) is checked.
5.2.6.
Car is placed on the magnet checking device lengthwise to engage both magnets over the device. If the device sticks to the car when lifted and does not fall away, magnets are too strong and car owner notified of its illegality.
5.2.7.
Visual inspection of the body, motor brushes, pickups, tires and gear to ensure rule compliance is done.
5.2.8.
Car is placed on the dyno, for a 10-second continuous powered run. Provided the output measured on the club meter is at (exactly) or below the threshold stated for that specific class for the entire duration of its 10-second powered run, it passes and can race. The car may need to be steadied on the dyno if rear tires are out of round causing the car to jump or hop while the dyno is in operation. (BEGINNING 2020 This step is replaced with 5.2.10 below.)
5.2.9.
Cars are impounded in “parc ferme” area until needed for their 1st heat. Once a car has passed tech, it cannot be worked on by the owner. Upon completion of the drivers last heat, the car is to be returned to “parc ferme” until conclusion of the race.
5.2.10.
All classes will utilize a Post-Race tear-down of the 1st place and one randomly drawn car if 15 or fewer entrants, if more than 15 then 2 cars are randomly drawn from the field (determined using the numbered wooden balls used for determining driver rotation at some tracks or random number generated by a program that generates random numbers, the number corresponds to the entry number not a number on any particular cars). At conclusion of the final heat, the 1st place and the randomly drawn car(s) owners will present their respective cars to the TI and remove the body for him. The TI will then remove the motor clamp and withdraw the armature/gear top plate assembly. The TI will then measure each armature pole using a club provided digital ohm meter. The sum total of all 3 poles must equal 48 ohms or more to be legal. Additionally, the TI will verify the magnets are not glued or shimmed in place, and the idler gear is either OEM or similar. Any car failing these checks will be declared DQ’d (no race points) and the next highest finishing car will be checked in similar fashion. This applies to the randomly drawn cars as well.
5.3.
Racing
5.3.1.
Will commence at 8 PM for regular Monday evening racing.
5.3.2.
Cars will be aligned for racing by either drawing for position or using the “first-come, first-serve” method or random selection provided in race computer software. Staggered (European) lane rotation will always be used.
5.3.3.
“Track Calls” may only be called by the Race Director if a car is not accessible by a turn marshal, or trouble occurs with a lane (track issue). Track power and the timer are stopped simultaneously during track calls.
5.3.4.
Race stoppage for car repairs that occur is not allowed. Damage (when deemed quickly repairable) occurring due to off-track incidents during that heat may justify a brief race stoppage between heats.
5.3.5.
Usually the track owner acts as “Race Director”. For non-computerized venues, the RD is responsible for recording the race/heat results on the HORA-STL race rotation form (#RSS 4.4 or RSS 6.1).
5.3.6.
All club members present, whether they are racing in that event or not, are to marshal turns when they are not racing. When attendees are sufficient to provide excess corner marshals, only the driver “on deck” and/or the one just finishing the previous heat may be excused from marshalling that heat. A “How to Properly Marshal a Slot Car Race” guide will be

forbidden without the expressed written consent of the HORA-STL.
9
provided.
5.3.7.
There will be a two minute or less period between each heat. During that time the drivers may clean their car’s tires, pickups, etc. and make any repairs they feel necessary. All drivers should either place their cars on the start/finish line if they are starting their first heat, or place their cars back at the spot where they finished their last heat. Any adjustments/repairs made to the car during or between heats may require a tech inspection at the race directors or any Board member’s request.
5.3.8.
All heats for regular rounds (Monday evenings) shall be three minutes in duration for all tracks unless a special class (enduro e.g.) is being run.
5.3.9.
Lane changes between heats will be made as quickly as safely possible. Prior to restoring track power between heats, the RD will make sure all cars have been either placed on the lanes to which they are moving and/or those drivers who have completed their final or sit-out heat have removed their cars from the racing surface.
5.3.10.
There is no entry fee for racing in the HORA-STL.
5.3.11.
Alcoholic beverages may not be brought to any HORA-STL race facility without prior approval from that track owner or a HORA-STL Board Member.
5.3.12.
Lane stickers will be provided by the track owner. Drivers are required to have one (1) sticker only on their cars at all times in plain view placed on the front end (hood), windshield or roof area of the car view which identifies which lane it is presently racing on. Placement of stickers on multi-colored cars shall be done so as to maximize color contrast for easiest discernment by turn marshals. The RD should check all cars prior to the start of the heat for correct lane stickers, although it is the responsibility of the driver to make sure they have the correct one on their car.
5.4.
Special Races
5.4.1.
Enduro Race Procedures – The following are in addition to the general race rules which would also apply:
5.4.1.1.
Teams will be formed by pairing one “A” driver with a “B” driver prior to the start of the race either by both being chosen at random by drawing names from a “hat”, or by predetermined selection pairing. Winning percentages over the driver’s history with the HORA-STL is used as the basis of ranking. “A” start at the top and “B” start from the top of that list. New drivers to the HORA-STL (those without a history on club tracks) are considered “B” drivers for their own safety.
5.4.1.2.
The body may be replaced if broken during racing to another body meeting the class requirements. Anything else about the car may also be changed, provided it meets the technical regulations applicable to the race class being run. Cars which have major components (chassis, motor, gears, etc.) replaced may be subject to another technical inspection, per Section V.C.7, before the next heat begins.
5.4.1.1.
The class of cars raced will be determined by either club vote or special request.
5.4.1.2.
Special trophies/awards can be given out after the conclusion of the race.
5.4.2.
Other Special Race Procedures - The following are in addition to the general race rules which would also apply:
5.4.2.1.
These races may be based upon the “Enduro” format or single driver/teams using any class, body style or mock race such as “Daytona 500”. They can be run based upon any ideas the track owner or club members may have.
5.4.2.2.
General body and chassis rules will apply unless otherwise noted.

Member behavior

Racing Etiquette
7.1.1.
Inclusion in the HORA-STL assumes all members respect the rights of other racers and track owners. Unruly, overtly obnoxious, insulting, vulgar or threatening behavior is not tolerated. If, in the opinion of the track owner and/or other HORA-STL members, any member that is causing disruption or exhibiting aberrant behavior, the offending member will be granted one warning to cease undesired behavior before expulsion from the premises shall occur. Repeated occurrences, will net offending member banishment from all future HORA-STL events if agreed to by majority membership vote.
7.1.2.
Consumption of alcoholic beverages while at a HORA-STL event is solely dictated by the individual track owners whether or not it is allowed at their respective venue. The HORA-STL does not condone nor encourage over indulgence at club events by any member. Similarly, the HORA-STL does not approve nor allow illegal drug use while at any club event. Poor behavior attributed to either will result in the immediate expulsion from the event and possible future banishment from future HORA-STL events.

Meetings
8.1.
Official club Board meetings can be scheduled on mutually agreeable non-race times (at a non-track site preferably) by the Board and will be governed by Parliamentary Procedure in lieu of doing so on race night. Issues presented and discussed for the first time at one meeting which will require member input and vote, could be voted on at that. Board Members may, if the situation warrants, call for special meetings. The chairman for the meeting shall be the Board President. If he/she is not present, another senior Board Member may act in his place as chairman for that meeting if agreed to by majority of other attending members. Another Board Member should be designated to take notes of the meeting, which are shared after the meeting with all other attendees. Telephone conference calls or discussion via the HORA-STL DL (a web based discussion list) may suffice in lieu of face-to-face meetings, provided all HORA-STL Board Members participate in such calls/e-mails to expedite sensitive matters to save time.
